I've never played Oblivion but I can tell you that Fable and Morrowind (the predecessor to Oblivion for XBox) were two completely different types of games. Fable was story-based and not nearly as free-roaming as Morrowind, but as far as I'm concerned, it was infinitely more fun. The characters had more depth, the world was more exciting, and the game in general was much more colorful (if that matters to you). The Morrowind seemed to sort of go for realism whereas Fable had more of a cartoony quality (if Morrowind was EQ2, Fable was WoW, if you understand the reference).
A lot of the times I was playing Morrowind I kind of felt alone in the world. The characters were sort of one dimensional and I didn't find many of the stories very engaging. Fable was the exact opposite. The characters felt alive and the stories were of a very high quality. That being said, Fable was a very, very short game in comparison to Morrowind. I probably put 30-40 hours into Morrowind and didn't get close to finishing. Fable I finished in a weekend. Fable had more replay value though, since the path to become a good hero is different from the path to become a bad hero.
Fable also allowed you to buy homes, get married, etc. Again, lending to the feeling of being part of the world rather than being a visitor.
So, anyway, to make a long story short, I wouldn't expect Fable 2 to be as long as Oblivion (though it could be), but if you enjoy a good story and like to be immersed in the gameplay, Fable 2 could be more fun.
