Clearly, but I'm sure it stems from the fact that they are C.O.G.s. You pick up C.O.G. tags, etc. A C.O.G. is part of a gear, so I think it was a play on cog.
Cog: One of a series of teeth on the rim of a wheel, for transmitting or receiving motion by fitting between the teeth of another wheel. (aka. part of a GEAR)
Gear: a toothed wheel that engages another toothed mechanism in order to change the speed or direction of transmitted motion.
Gears make something move, perhaps the C.O.G.s are what's left of the human resistance, the human machine, and they are the gears keeping humans in the war, keeping them alive.
