Running Vista?
Being that you already sound like you have a pretty good understanding of what you're doing this may be a stupid question - if so I appologize.
Are you running Windows Vista? If so, telnet client isn't turned on by default, you'd have to go in and turn it on manually before you can telnet to anything.
Again, you already sound like you have a solid knowledge of what you're doing, but just thought I'd throw that out there.
