It's not really a competition... GTA is and has been the best sandbox game out there, IMO. Saints Row is a really good game, and i'd say i 2nd best behind the GTA series. Games like True Crime failed, and but Saints Row was actually a success. But i think one reason Saints Row was looked upon so highly was because it was compared mainly to San Andreas (previous-gen)...

Now GTA trumps Saints Row; and Saints Row 2 won't be nearly as good as GTA, but i'll still buy it. I just don't see how i can convince myself to ever play it when i could play GTA IV... nless i got tired of IV for a while.
