Just fly around abit, enjoy the view and you'll get that achievement in no time. Ironically, it was the easiest achievement I ever got besides the "off the boat" achievement.

The way i did it was to just steal one of the helicopter tour choppers and just poke my head into the last island(to get the 6 star). then all I had to do was just have a casual fly around the city. Honestly if it didn't say 6 star i wouldn't have known the difference. The easiest achievement in game....
