If you talk talk to Alves Uvenim in the Leyawiin Mages Guild, he'll tell you where the Nocturnal shrine (youll get a map marker) is and you have to do an easy mission to get the skeleton key. Its north east or leyawiin and you have to be at least level 10 to get it.
Mesh this is the order: orcish - 12, ebony - 16, and deadric - 20. Someone correct me if im wrong.
