That's my concern, overall I don't see how this really improves the site. The mods currently temp ban whenever anybody steps out of line. Wouldn't this system just make it a longer process? It's going to take some rejiggering of the rules to provide the basis at which a temp ban may occur. It will read more like tax code than the simple rules that we have today.
Seems simple today. You disrespect or flame somebody=temp ban.
In the future, with our members, it will be like
1). I posted porn a week ago and got 5 demerits
2) I disrespected "insert racial group here" 28 days ago, so that comes off my record in 2 days.
3). I talked about piracy in a thread and got 3 demerits
So, if I want to called somebody a ****** in a thread, I have to wait 2 more days for my previous infraction to expire so that I don't get banned.

It's not intended as a replacement for mods and admins, it's a supplement.
Your 1-2-3 scenario will very likely be the case on a day to day basis. However, if you have to wait a couple of days to call somebody an asshole or be penalized for it... odds are in 2 days you probably don't think it's a big enough deal.
People will certainly play to their point totals but in the process of playing their point totals, undesirable behavior is delayed and due to that delay may not materialize at all.
It will slow undesirable behavior - not stop it... but that's all it's designed to do.
