In terms of level design, graphics, gameplay, storyline, and accomplishment of what it set out to achieve, Bioshock takes this in my opinion. Yeah, it doesn't have multi-player, and yeah I don't play it anymore, but it's the most fun experience I've ever had playing a game.

GOTY shouldn't be based entirely on multi-player and replay value. A Bioshock with multi-player wouldn't have been great, and in my opinion, they've made it about as "replayable" as a game of that genre can be. That's why it has my vote.
