It's a fun game to play. How it compares to Forza depends on what type of racing game you like. If you like arcade games with arcade style handling....PGR is the game for you. If you prefer a simulation style game with realistic handling and being able to upgrade and modify cars, Forza is for you.
Personally, I love racing games. I have both PGR4 and Forza2. I like Forza a lot better as a true racer, but I also have played a ton of PGR4 and enjoy it a lot.
PGR4 is a great game for online play with rain, snow, etc.
