That's a mod made by fans, not Rockstar. I don't see what your point is in all this though, all that I did was put up information regarding the multiplayer for GTA4, that as far as I know hasn't been released/confirmed yet.

Its weird since Rockstar was aiming for at least that much for so long, yet some 3rd party fan developers were able to break their wishes, I though Rockstar was more skillful than that, doesn't that sounds weird!?

No, what the heck you think this is, Halo? Ever since delay we barely got shit, I'm still waiting for the 3rd trailer and the 3rd preview(multiplayer).
The one before this was about the billboard in NY, they update the pictures of it, daily on the fan sites.
