Well the criteria for his award is:
User Reputation
Social Group Membership
Visitor Messages
Friends
Meaning:
He has given/received more reputation stars
He is a member of social groups
He has friends on his list
He has visitor messages on his user profile
Banned 10 times and probated aren't criteria.
