Memory Block 3/Disciple of the Creed.

In order to get Disciple of the Creed, do I have to do all investigations for both Garnier and Talal before I kill either of them? My DNA bar for Memory Block 3 is only half full but I've done all the stuff I need to for Garnier in the Acre Poor District.
