I brought the game on Thursday and have played it a bit over the weekend.
I am on the second level and have noticed the same thing with a Big Daddy roaming about but no lil sister.

I think i must have killed like 3-4 Big daddy's so far on this level but only saved 2 lil sisters.

Do the Big daddy's respawn or is it usual for there to be more big daddy's than lil sisters?

Occassionally you will get a big daddy without a sister.

If you press pause it will tell you how many little sisters are left on the level
