Is it possible to host a public match?

First things first, sorry if there is already a thread about this or if there has been in the past.

Is it possible to host a public match? - ive had the messages 'game lobby closed' 'host ended match' and player kicked'

I also recently joined a game and in the lobby i heard a couple of people talking about kicking someone else - this was definately a public match so i was wondering how they were gonna do it.

So who are closing the lobbys? - and kicking people? - can anyone shed some light?
