On S&D (when I played before GTAIV), I would use a sniper and a silenced pistol, or a silenced SMG and a silenced pistol... Works very well..

Simple,
Without a Silencer your gun is load and you also show up on the map wen you fire.
With your gun is quieter and can be figured out where you are shooting from and also you don't show up on the map when you shoot.

Does using UAV jammer only stop people from seeing you on the radar when they activate the UAV jammer ?

Yeah, when you shot you get put on the radar - unless using a silencer.

My weapon of choice is G36c silenced, but with it only being unlocked at level 37, I use the M16 then M4 silenced.

If you are looking to be sneaky and go for airstrikes and heli's use a silencer.
