He's wrong. The M21 has a smaller clip but does more damage with less recoil. You can squeeze two rounds into a target as quickly as with a pistol.
M14 does 50-40 damage. M21 does 70. M14 has the 1500-2000 range of an assault rifle. M21 does not lose damage over long ranges. M21 has the greater hip accuracy of a sniper rifle, almost no recoil... It's harder to get the sight for, obviously, but it's a much better gun. The power and accuracy more than make up for the smaller clip.
Of course, any ACOG gun is going to be harder to use than a red-dot. That doesn't make it worse.
