Are you sure the drive is set as the first boot device? You may still need to press a key in order for it to boot.
The XP partition wouldn't have any effect on whether it would boot from the CD.

I am sure the drive is set as the first boot device because I can even hear the sound of her notebook reading the disc before it reads the other devices.
should I press a key while it's reading a disc?

That doesn't necessarily mean it's the primary boot device. Have a look in the BIOS for the boot order; set the DVD drive to "1" and the master HDD to "2."

That's what I did.
I went to BIOS, and have
1. cd
2. floppy
3. usb
4. HDD.

Does it say something along the lines of:
Boot from CD...
Press any button to boot from CD...
Anyway, try pressing a button when you hear the drive.

Yup it should come up with a message like that.
If it doesnt then it isnt a full Windows XP CD - it may be an upgrade disc, or a restore disc that came with your system that needs to be run some other way.

Something strange??? happend.
I called dell and the technical assitance told me to press
"Ctrl and F11" as soon as I see dell logo when I turn on the computer.
I did it and and it started recover(formatting) process.
After it reached 100%, it automatically rebootted computer and started to reintall the windows xp WITHOUT the windows xp disc.
I wonder if it only applies to dell computer but how it installs windows xp without the disc is just beyond my imagination. ghost?

There'll be a recovery partition on the HDD, which has an image of the XP OS. Most manufacturers have a CD that will "unlock" that partition. This will then restore the machine to how it was when bought.

wow...that is excellent.
I didn't even have to go over usual 1 hour process to reinstall the windows with disc.

Personally I prefer to instal myself and get rid of that recovery partition to get my HDD space back!
