Yep for 2meg and under that's the most you will get, most 2-8 meg connections might get you 30-50k depending on how close you are to the exchange, some give slightly more.
If you are one of the lucky few to live in an area that can get ADSL2+ you will have a speed of 70-150 i think.
Any speed above that your talking cable but even then, the upload speed isn't so good on that nor is the consistency due to the fact its cable.
That's what you get for shitty old copper cable from a now privatised company, i think we are going to start laying fibber in a few years.
Either way a higher percentage of people can get broadband access in the UK than the US.
Either way we are both WAY behind most of Europe and especially the far east like Korea and Japan.
