Question about Streaming Video PC's via Xbox 360 using Media Center 2005

Can you stream video if you have 2 home PC's networked and you have Media Center 2005 on one of them .. can you stream video to the other one which is connected to a tv?

Would a XBOX 360 enhance or enable this experience if the above question is not an option?

My other question is how can you improve a quality of a picture from a TV tuner in the PC? Right now the picture is noise cluttered. Current computer being used from that is Gateway Media Center high end PC with a Theatre Pro File 550 Tuner TV card.
