GAH, wish I'd seen this thread earlier. Vann's was doing a B-Stock mirage 5.1 set for $400
Anyway, giantthreat, finding a really good set of speakers for $400 with subwoofer is the big issue. In fact, I'd say the budget needs to be around $500 just for the regular speakers and then add on the cost of the sub.

I guess it really depends on what you want. For example, if all you want is movies and games the Klipsche quintet setup isn't too shabby considering and can be found for $400+ shipping for everything including a 10" sub.
On the other hand though, if you want to have a really good Hi-Fi experience for music I really wouldn't touch them. There's the NHT SuperZero XU's which I have myself. They look really cheap, however they've been cost reduced, have an improved crossover, and sound just as good as the original SuperZeros. These without a sub can be found for $350-400 usually not including shipping.
If you're willing to save up more and include the cost of a sub, there's also Mirage 5.1 sets you can get $800 . . . you could just buy the speakers though for $675 and get a different brand sub. Still, it would cost around the same amount. They're really easy to place though and have a good soundstage that really can't be argued with (not to mention have solid off axis response so they can be place almost anywhere as long as it's on or above ear level).
Lastly, if you don't mind buying second hand you can score some pretty good deals at audiogon.
It's all a matter of what you want. If all you're looking for is movies and games getting just good quality speakers that have quality for dialogue and sound effects works great with a good sub. If you want music, it gets a bit steeper.
How about telling us what you need or want so we can tell you what to save for

If you still have the speakers for your HTIB, I'ld upgrade piece by piece instead of all at once.
Your most important speakers are your center channel(All dialog in movies) and your sub.
So you could for example get a nicer sub and center now(say $200ish each), fronts later, and then finally surrounds last.
