LE content available as DLC for standard owners?

I was over at Wikipedia and found this entry for what comes in the LE addition:

- 1 token card for in-game content (downloadable over Xbox LIVE), including "Minstrel Chief", a cameo from the star of the Halo series, a free Legendary Weapon for the game called 'The Wreckager', and access to a dungeon called the 'Hall of the Dead'

That makes it sound like I can skip paying the extra $20 and buy the extra content as DLC (probably for half the price or less) if I want. Has this been confirmed?
