I think its different each time when you scout, i recently got my scout to max level 10, and he found a random spanish player, who was at first level 77, 1 year on with Auto Exp share on, he is now 91...Attackingmidfielder.

My tip is max your scout and he will soon find some stars for you

level 10 scout really finds the gems and the jewels. Found me a 16 year old goalkeeper, 89 overall stat.
