I'm actually surprised they gave it a 9.3/10 considering poor graphics. For next-gen, graphics should be weighed as much as gameplay IMO. Why the heck do people switch from xbox to 360 and from PS2 to PS3... mainly because of graphical improvement. How can you have a realistic driving simulation when the cars look like crap? I would give the game a 7/10. There is really no excuse for the best racer on 360 to look worse than PGR3.
P.S. 8.3/10 for graphics is way too generous too.

they dont look crap. and with racing sims its all about the gameplay. new consoles means that it has more processing power and they could make it more realistic.
