If your still struggling, put street / race tryes on and upgrade your brakes, and switch on the brake assist lines so you know where to brake and accelerate from into and out of corners.

Try that, if it dont help after a week or so, then sell it and buy somethign else, lol

Seeing as this game is a sim, the best thing you can do is reduce the cars weight to begin with and upgrade the tyres.
Those two simple things will improve acceleration, braking, cornering, handling, fuel consumption and most importantly; your lap times. (Vastly)

Learning the tracks is the 1st thing i do.You the get to know your racing lines,speeds for corners and bends,braking markers etc...

Get to know the tracks like the back of your hand...it'll help immensely

thanks guys some great advice, ive not done bad had the game for ages just play it on and off its all good fun tho, haha i'll be playing it less with GTA4 out now! :P
