strange Magika thing (oblivion)

Well i started up Oblivion tonight and found my magicka does not regenerate anymore its stuck at 8. i can boost it with potions but thats it. Anyone know why this happening?

Stats atm are:

health 297/297
Magika 8/64
Fatigue 359/359

I dont really suppose i need magika, but its strange

Problem solve, i just reloaded old save.

It was a Diesease Cause i remember some1 else on forum had this problem and strife said it was a diesease and sure enuff it was.

Well this is why i posted here, 1st i thought i was a disease and went to a chapel to get that revive thingy but it didnt solve the problem. Looked under constant effects and no disease or poisons were there.

There is a race that doesn't regenerate health I believe.

its either a sign or a race they only gain magika from doing damage or something like that...
