I don't remember how to get to the room, I think all you need to do is go up one of the flight of stairs (there is two opposite of each other) that you might have needed the sledgehammer to open(can't quite remember exactly). Anyway, once you get into the room and kill all the baddies, you need to move the bookcase ladder over to where she is behind the caged off section.
