Keep in mind you can only utilise fences if you have joined the thieves guild.
To join the thieves guil (best way Found) go to Imperial city adn check out the posters for Grey Fox.
Now speak to homeless guys til one of them given you an option for grey fox and persuade/bribe him to 70+ agreeability.
Eventually he'll tell you to wait in a certain part of the Imperial City for a messenger who will offer you a quest to join the guild. before you actually start the quest though he offers to sell you lockpicks for 50gp a piece and he has an unlimited supply so buy as many as you can afford
