Yeah I think Mountain Lions start appearing when you hit level 5 and then Bears start at level 10. After that you get other things best left to you to discover

I have encountered some mountain lions... a few actually you just have to stumble across them... I fought two in the chicks basement in Anvil, and four outside of the city walls then stumbled across a couple others while roaming in the forest. The other thing I would like to add is that as soon as exited the sewer I went into anvil and shot my bow at the sign above the fighters guild door and it is still there, after 6 hours and many trips to other cities... I wonder if it will stay there forever or if it will dissapear?

Ha Ha! MOUNTAIN lions...
I totally thought there were some giant african serengeti type lions roaming tamriel. I clued in today during that fighter's guild rat quest.
I should start taking my meds again.

ive only ever killed one bear and i need bear eplts and i only have 2 and i need 20 and they cost loads any ideas where they are???
