GTA is the highest rated game in history, as of yet. So, even if GOW2 managed to get higher than a 10/10, GTA, with all its 10/10's will still be seen as a gargantuan release, a fan-fucking-tastic game.

i agree with you on that. No game will make GTA 4 look like shit, although better games will come out eventually.
plus gears and GTA arent trying to do the same thing. The SP for example: Gears is going to be a crazy roller coaster ride for 8-10 hours as President of Epic games mike capps once called it. GTA is much longer (35-40hours i have heard) and isnt as action packed,but has more replay value, free roam, etc.
