But surely '2 piecing' should be allowed at all times as it is a part of the game? If it were a sort of hack or tweak then it could be ruled out but not if it is part of how to play the game right?

1v1 is all about testing you shotgun skills. Meleeing/shooting has nothing to do with skill and just shows that you can't aim.
