To get "Manhunt", you need to do all the most wanted missions. There are about 10 on each island. For "Clean the Mean Streets", you need kill 20 criminals using the police computer. The most wanted missions won't count towards this.

For the 20 criminals try to get the criminals on foot. You can just run them over for a quick kill instead of taking a mob of people or having a car chase.
