If you shoot them on the floor when their 'icon' is just a white dot.. they die; because then you can't auto target them any more..

Aussies don't have 18+, they only have 15. So they obviously had to cut some stuff out, this seems to be it.

Without giving away any spoilers, there was a mission where I had to chase down a guy. He got mates from his little gang and it turned into a fight of about 8 against me. Red dots for each gang member I had to kill.
Every time I killed a member, the red dot disappeared as if he died. But up he got and staggered off out of the fight saying "I give up".
WHAT THE HELL???
Please tell me the USA version doesn't do this.

I have the UK version, it's the same with me. For all version's in fact. Once there on the ground shoot them in the head, you will see the pool of blood.

that is awful, wow. that would make me angry.
to clarify, people can get knocked down and injured without dying, and they will get up after a few moments. but if you shoot them enough times, or shoot them in the head, or run them over with your car (like actually drive over them, or slam their body against a wall or just hit them really really hard) they should die. and there should be a pool of blood that drips and pools around them.

There has been times where I have shot someone down, their health has gone, and once in a blue moon, they will get up, and limp away, so, I but another shot in them. And they stay down.
