There are simply no planes because no planes are needed.

If you really just 'wanna have fun' as many have stated, then play San Andreas for a bit and appreciate IV for what it does have.

Although it is the same for a heli...IMO the heli appears a bit easier to actually fly...as well, Niko's military background could give reason why he is able to fly a chopper, but you could say the same w/ planes as well...although I think they would've said if Niko was actually a fighter pilot or not...although that type of character wouldn't exactly fit into the GTA story. All IMO btw
