You have different options you can take after you beat the game. You can start a new game + where you keep all your items, your level/experience, your abilities/skills, etc. BUT if you choose to do that you can't change anything about your character. In new game + you get to continue, but you have to continue with all the same stuff. So to answer your question, no I don't think you can select new abilities/skills to learn. You can however learn the abilities you didn't learn from your previous game (as in if you didn't level up Throw all the way you start where you left off in new game +).
