Yeah for some enchantments, like Fortify Strength, the Transcendental Sigil Stones offer +12. The Sigil Stones are leveled, so check the wiki for what the lower levels can do, Transcendental being the highest.

For some things the boosts are much higher in numeric value -- Feather is +125, Drain Health is 30 (excellent when used on an Amber or Madness bow or melee wep), Fortify Intelligence is at least 20, I'd have to check that -- but in overall strength they pretty much equal out, and some enchantments are limited to keep the game balanced -- a huge Strength value would make a character too powerful in melee, same for Intelligence or other Attributes and Skills like Blade, while Feather is just a convenience thing, so it can be made a lot higher and not affect game balance too much.
