Help with persuasion
I don't get the whole persuasion thing...can someone help me out? I get that there are 4 things you do each round, and that each will be reacted to differently, but since I HAVE to do all four each round, what kind of control do I have? Is it the order they're done in that makes the difference or what?

I haven't taken the time to learn how to win, but here's a guide:
Oblivion:Speechcraft - UESPWiki
I usually just bribe them to get their disposition up.

It's not too difficult, there are 2 that make them happier and 2 that make them madder.
One really happy
One happy
One mad
One pissed off mad
find out which ones do which and then play accordingly. Select when the bar is large on a happy one, and when the bar is small on a mad one.
It will take practice to get good at it, because you need to do it fairly quickly and think ahead a few steps.
Good luck!

So how often do the wedges rotate? Each time you make a choice?

Every time you make a choice, the wedge rotates and you have one less choice. What you do is, to go over all four of the categories and look at the character's face to see his/her/it's response to it. You need to try to get the wedge that has the most yellow in it on the ones that the character likes.

I'm WAY too poor for that. I'm just getting started and am spending every penny I can scrape up on training and stuff to make my charater better.

^ I wouldn't do that. It's pretty easy to raise your skills when you are at a low level. You just need to know how. If you tell me what skills you want to raise and maybe I can give you tips on how to train them?

Well, I'm a battle mage so my major skills are alchemey, alteration, blade, blunt, conjuration, destruction, and mysticsm. I know you can raise your skills by using them, but I figured that if I could level quicker by training that would be about the best use of my cash. What is a better way to spend money early in the game?

I usually don't spend any money in the beginning really. I usually save up for houses or just rack up the cash. I think it's more beneficial to start using trainers later on when it's more expensive because you'll have more money then and also it'll save you more time. It takes a lot longer time to raise a skill level for a skill that's expert than a skill that's apprentice or novice.
