Go to the count / countess of the city the house you want is and there should be a dialouge option to buy a house when you speak to them.

The cheapest is 4K in Bravil and the most expensive is 25K in Skingrad.

And even after you buy your house it is going to cost a lot to get it furnished.

No, the cheapest one is in the Imperial City. That shack is the cheapest. Also if you want a really cheap good house that doesn't need additional furnishing, then there is a quest in anvil where you get this manor for only 5k. ALl you have to do is finish the quest.
