For the same reason music stars still publish through record labels. They can afford to do it themselves, but would rather someone already established in it to take over the hard work for them.
EA is a damn good publisher. They have the funds to really push a product, they have the experience, and they have all the tools of the trade required.
If Valve were to do similar, it would cost a lot of money and resources to get set up as a publisher. The costs of doing it themselves probably outweigh paying EA. And since Valve don't make console games that often, they wouldn't do enough business to justify those costs.
