My choices would be to get both Bioshock and Halo 3 if possible. Between them both you should be entertained for quite some time. Call of Duty 4 is much too short.And once you do get Live, you get to play Halo3, the best online game for the 360 in my opinion.

Well I'd say COD4 even though you don't have Live, but if you're not interested The Godfather is a good game and I've heard good things on RSV2, The Orange Box, GOW and Bioshock.
I do not recommend GRAW1/2 at all, they are the worse game I've played on the 360.

Orange Box...It was my favorite game of last year....and still is. It's not all shoot/run to check point/shoot then rinse and repeat. It has levels that you need to think your way through...Not to mention fun Achievements.
It will keep you busy for some time.
Not to mention Portal is the first game I have ever played that brought a giddy cheer to my face. And the Portal challenges are...uh...challenging.

Another option is Army of Two, I rant about this game a bit but it's brilliant, especially if you have a mate over to be P2.
COD4's single player is excellent and Halo 3 is good too, if a bit short.

The Orange Box is a definite must get for an FPS. It has 5 all for the price of one. And when you get Live, Team Fortress 2 is personally my favorite game on it.

Halo 3 has awesome replay value and so many things to do. way worth your money
Army of Two- I just got the game today and I still have not played it online the story line is alot of fun(better when you have someone to play with)
Rainbow six 2- If you liked the first 1 you will definenty like this one its alot of fun
F.E.A.R- its a cheaper game than the rest above but I thought it was pretty good.
Kane and Lynch Dead Men- I recommend not buying unless you have someone to play with because with out another person single player is nearly impossible lol
Edit: do not buy call of duty 4 unless you have online. Online is what makes the game what it is.

orange box. and if you've got a spare tenner then try to get the darkness pre-owned somewhere. its a really underrated game but it's a bit short

Mass effect and Bioshock umm TimeShift I heard was good offline but I also heard it was short.... I not a great fan of Bioshock though I found it to much talk not enough action and you can't skip alot of it, that just my oppinion.
