Wireless Headset Sync Issue

Hey all, just bought my 1st ever Xbox yesterday and already finding myself in a forum...?
The problem I have is getting the Wireless Headset to sync up to more than 1 Wireless Controller.
I can get the headset to sync up to 1 of my controllers but not the other 1, regardless of what quadrant they're set to. This sux if the 'good' controller is off charging or whatever.
When I try to select the 'problem' controller on the headset, The headset will just skip that quadrant (eg. will jump from the 2nd light on the headset, to the 3rd - 4th - 2nd - 3rd and so on.) The controller works fine apart from the headset sync issue though.
Surely a Headset cannot be only ever used for 1 Controller because of damage or loss of the controller and then you'd be stuck with a useless headset.
Any help would be much appreciated as I fear the controller itself may be faulty, which is fine because at least I know it can be replaced under warranty.
