Xbox 360 Wireless Controller Shut Down?

do any of you guys use two play and charge kits with two wireless controllers or just one wireless controller with a charge kit? if so, do you guys know if the system still charges the battery even if turned off? also i noticed that if you press the shut down button on the 360 it is in some sort of stand by mode, really quite, etc. is that the stage where it has to charge the batteries first then shuts itself down? let me know. thanks guys.
