You should have a pic of your network map (This Computer -> Network -> Internet)
Under that there should be a blue link that says "Customize" Click it.
In there you can switch from Public to Private network, which will change the way Windows and all your apps interact with the network.

Aaah, I love Vista! LOL.
Well you've done the exact thing I would have done, which is also what Bennie recommended.
Beyond this, I'm not entirely sure. Do you have a router handing out IP addresses to your PC and 360 through DHCP, or have you manually set them?
Is it a possibility that you might have your IP addresses configured incorrectly and they're in different subnets?
Just to verify this, can you please tell us the IP address, subnet mask and gateway for both the 360 and PC. Of course, if they obtain addresses automatically then this shouldn't be an issue.
The other thing is 3rd party anti-virus and firewall software. Do you have any?

sorry i dont understand what you mean (ive only had broadband for about 6 months and i dont really understand a lot of that kind of jargon)
i dont know if this answers the question about the modem hanging out ip addresses. but i just plugged it in and it automatically detected my settings, i didnt need to enter a username and password or anything like that if thats what you mean?

Never use USB from your modem if you can get away with it. It makes home networking harder than it should be.
Can you tell me the model of your modem/ router and how your PC and 360 are connected to it?
You've pretty much answered my question regarding IP addresses when you said that you just plug it in and it works. It means your modem is handing out the IP addresses automatically, and that's all you need to worry about.

also, the usb light and ethernet light on the modem are flashing, which i have read in the manual means that he modem is communicating with the devices plugged into the modem or something like that
