Continuous Initial Setup HELP!

Ok, so I turned on my xbox one day, signed into xbox live, and tried to play COD: WAW, and i get turned back to initial setup. I restarted the xbox and chose the game first and then signed into xbox live and everything was good until I try to play multiplayer and i get a message saying "To sign into xbox live information must be added to your console" and so on. Thinking it was ok since ive never gotten that message before i continued to play. Then a couple days later i tried to recover a friends account and brought me back to initial setup. I restared the xbox again and now it starts up with the initial setup, i go through it and click "Done" and it repeats itself. It DOESN'T END. If I try to get onto xbox live I get the message "To sign into xbox live information must be added to your console". Occasionally i can get to the dashboard (but i dont know how). We got a new router if that has anything to do with the message and the information not being added. PLEASE HELP, NOTHING IS WORKING.
